Ok I know this might be dumb to some of you. But can you use Sound Forge to master audio, cause just messing around with a sample today I noticed that there are freq charts, and i started tweaking out old songs, and i am noticing a huge difference. Not only that but I have been looking for har-bal forever and i cant seem to find it, so this would be to perfect if that is one of the features.

Technically you can use it for that if you want. And it has a good and quite simple interface which definately helps. I wouldn't use it for that personally, I would rather use WavLab, seeing as how its Sound Engine is a bit better. It's really just a matter of prefrence, since the best thing to use (Pro Tools) is generally way to expensive for the general public, or so I think it is?
Either is good, just WHATEVER one you choose, Do Not render MP3's out of Sound Forge at all. It doesn't use a lame convertor and sounds like shit. Just render up a wav out of it, and use Razor Lame or something like that to convert it over.
