      Ummmm I'm not sure if this is what you mean by that.....but there is an LFOchop that you can have it chop it and have it pan back and frth tri, saw whatever, but the pitch change has to be done manually....its really easy though

      do you mean cutting frequencies? 
 
using EQ allows you to boost/cut certain frequencies of your sounds - usually used as an insert on a channel.

To cut sounds below a certain volume you need a noise gate, or possibly an expander.  
 
I don't know what peak is so I cant tell you if it does it or not. I've not got a noise gate either, maybe someone else can recommend one.

good thinking. I once did this by using the Reason's blue reverb (can't recall it's name, rv7000 or something), it has a gate threshold setting where it only reverbs over a certain decibel. 100% wet and 0% decay in small room setting so it's no reverb actually, just a noise gate

      oh ffs nevermind. I just pointed the guy how I solved the problem. 
 
play with the attack, lenght of the reverb etc. don't use the small room, use the multitap with just one tap set on no delay, all depends on the sample. just try some things and stop being a pain in the ass for everyone

      Download and install Audacity don't worry, it's free, demands little resources, and has no bundled software. Then open your file, select a part of your file with only the noise/sound you want to remove, go to effects/remove noise in the menu and click "get noise profile". After that, select the part you want to remove the noise from (or the complete file), click effect/remove noise again, play around with the fader and click the example button untill you got a result that pleases you. Then hit the remove noise button to finish. Couldn't be much easier.
