This is the conclusion of a real time story in Limburg Belgium. It's about possible fraud concerning resources that are meant to combat the spread AIDS/HIV for people who inject drugs:
"...The money lost in Limburg means nothing to the global financial AIDS/HIV perspective, it's only little money. But it's relevant to the local level and it's the local level where it is all happening.
