Originally writen on www.magiciso.com/tutorials/miso-whatsimage.htm:
BIN files is one of CD/DVD image formats. BIN file is a binary copy of an entire CDs/DVDs disc ... MagicISO allows the users to open/edit/extract bin files. ...

you don't decode them
BIN is a disk-image, a copy of a cd/dvd. you open those in a virtual drive, which is created by a program that fools your system - makes it "see" such a drive as a normal cd/dvd. so when you "insert" an image it thinks you inserted a normal media into the drive
as mentioned Alcohol is good, Deamon tools or even Nero.

A little correction here: A .bin file is not alsways a cd image! In this case it is, but in general a .bin file is just a file with binary data, which can be anything. Bin files are often used to store data for programs etc. If you use FTP, files can be transfered in binary format, allthough you will never see the actual .bin extension.

Well, technically, .bin file is a cd image, or whatever else image!
Because all data on cds and any other computer memory is written in binary form (1,0) so image .bin file is actually the 1s and 0s of the cd
