Considering the bandwidth needed I don't think it's possible to find a free service for it, or it would have to be a shitty 48kbps mono stream.
I have done a test with the old winamp streamer (it's called Icecast) but the server could only support like 10 listeners @ 128kbps before saturating the bandwidth.
Paid services are currently out of the question.
Maybe we can make 1h mixes of the best tracks and offer those to existing dnb radio stations, like a weekly dnbbe mix hosted by bassdrive or a similar station?

48kbps mono, better than nothing
and bout the mixes, it's a good idea (like there's that greenhouse show on leetradio), but then someone will have to make those mixes every week...

I think I have found a great solution for this
Wimpy Player
It's a flash player which can stream audio, and it can use automatically generated playlists from a MySQL database.
With this player we could have stuff like
- play the latest uploaded tracks
- play the highest rated tracks of the previous month
- play the latest tune of the month list, or a list of the previous totm winners
- play a list of tunes which need more reviews
- ...
Another nice feature would be to only enable registered members to download tracks, unregistered people would only be able to stream.
There are a few problems with it though:
- the music will stop when you open a new page (so you'll have to keep one browser window open to be able to listen to the music continuously)
- it will consume a lot of server bandwidth, so I'd have to either limit the number of tracks played, or the number of people that can listen simultaneously.
Another problem is that it is not free
It costs 25$, maybe if some of you are willing to donate a few bucks each using paypal?

Limit the number of people that can listen simultaneously to 10.
Limit the number of tracks to 15 the max.
My recommendations:
- play the latest tune of the month list, or a list of the previous totm winners
- play the latest uploaded tracks
"- play a list of tunes which need more reviews" this is useless since the non-registered people will stream the tracks, and listen to them, but will never write a review...
You can open a pop-up window for the player (but certain programs, like Firefox, will stop the opening...)
I don't know how PayPal works, but I doubt will be able to upload money to it... if you could xplain it to me, I might be able to work something out

That depends on how you do it.
I don't think the 'keeping the page open' thing would be a problem. Most streamers need you to do that. Like Demostreams and Electrobel.

One thought of this, I believe limitation of songs is not enough. It is way too easy to quickly re-click the link to get next 10 songs running. Especially in beginning when this service is new, expect plenty of interested users. I would use both limited amount of users, and max amount of songs.
Perhaps there is a way to limit the bandwith of each user? You see, to be able to stream a 7 minutes long song, you can easily use, say 6 minutes 30 seconds to download it...
Finally, I believe it is time to open a discussion regarding used bitrates while converting those mp3´s. I have claimed it before, and I still claim that 256 kbit/sec is a overkill, 196kbit/sec is max, and 128kbit/sec is perfectly adequate. All this is from sound-quality wise. Everyone is able to see and count, how much more simultaneous listeners it would give to us... I do not expect you agree me straight on, but I´ll gather some data and details, and drop a major post regarding this during this week. (I have just moved to a new house and do not have internet access yet, so be patient.)

I did surf around, and noticed that http://www.shoutcast.com does not provide the bandwith. Also I noticed following calculation:
150 users @ 128 kbit/sec equals 20 Mbit/sec - which is allready quite much. TheChronic, If youre just a home ADSL user, youre using something like 2Mbit line, right? thats 15 users and youre done ...
Just IMHO, 96kbit/sec is good enough, but still it is not much. Check the quality by yourself for example from http://www.di.fm => Listen Now => Drum´n Bass => MP3 Streams
Shoutcast´s relay server -feature makes one interesting thing possible, though:

Technically to make it work, one only needs to add a relay server. All relays utilize Shoutcast technology. It's free server software available for most platforms (get it from http://www.shoutcast.com ). Once everything is agreed upon, your IP will be reserved on our end so you can relay.

From TheChronic´s point of view, you make deals with helpfull guys able to be relay servers. Your bandwith will not serve end users anymore, but deliver the data to relay servers, and end-users connect to there. All without them knowing anything...
