Err that's plain bullshit, but well - what would you expect from Belgacom
I use a 233mhz which acts as a firewall and HTTP caching server, which distributes the internet at home to 7 other PC's, which are used rather intensively by my family. The CPU-load never exceeds 5/6% - and all the network traffic of all those 7 pc's is handled by that thingy...
OK, you won't be able to see video streams etc, since decoding that will be way too slow (even playing such video after being downloaded would be slow). Pure bandwidth-wise, a 33mhz machine could handle the slow speeds of ADSL or cable - which is at most 10mbit downstream and 768kb upstream - and that's about the fastest you can get. The biggest problem with such slow pc's is that everything in it is relatively dated. It won't have a big disk, which will be filled very quickly when you have broadband (yeah you'll download more), it won't have much memory, ...

You can test your up and download speeds on this page:
http://www.internetfrog.com/mypc/speedtest/
mine is 2.90mbps down and 534kbps up, which is close to the telenet express specs of 3mbps down and 512kbps up
