www.downloads.com have tons for free, or share ware.
the "mp3 to wav" and "wav to mp3" programs. they usually will convert from agg, and every format needed, free.
but mostly, Google for GOLDWAVE (free) with LAMERAZOR (also free), or check the tunes area which talks about how to upload songs, TheChronic talks about free programs for file converting.

Have you ever heard of *.ogg from Vorbis? It's the open source alternative for mp3 or aac.
I would advise to use this (keeps you out of pirating stuff)

If it's just for burning mp3's on a cd you can use windows media player (just select the mp3(s) ->do right mouse button -> choose "copy to CD or Device")

Yeah, I'd have to say that CD architect is the BEST cd burning software out there.......then again.....that's why they charge like $200 for it.
But you can mix MP3's and wav's right in the program, use DirectX FX processing, it comes with an audio editor, yeah.......but it's not cheap.
I'd recommend Ahead Nero for your everyday burning needs. Buffer underrun prevention, error bypassing, you can track mark mix sets, fade ins, fade outs, simple FX processing (echo, reverb, EQ, distortion [I think], shit like that.) I would highly suggest it.
