Although the maditory 5 reviews to become a producer is an effective pyramid scheme, couldn't we get an exponential increase in input if guests were able to review the tracks? or does the structure of the site not cater to this? At the very least, a person should be responsible for writing at least 5 detailed reviews for every track they upload or risk losing their producer status. Whacha think?

What do you mean with guests? People who are not registered? Usually, if they don't bother to register, they won't bother to write reviews either. Also, allowing non registered users to post, will create an increase in spam and bullshit posts.

I believe there was a plan to include not-registered users in a way in the new upcomming voting system isn't it?

Well, that's the plan when the new voting system comes in effect...
