Okay does anyone know how to make the snare from Fred V - Paradise
http://www.youtube.com/watch?v=daq_GV7Zg1Q

It sounds really strong and punchy. What effects will I have to add to it? and/or What sort of sample do I need

Find a good sample to start of with.
Gentle compression, absolutely no distortion (it sounds very clean), roll off the high end a bit to take out the shiny bits, the snare doesn't sound muffled so there's just enough hi end.
If needed layer a tiny bit of a short conga hit or something like it on top of the attack to get a good punch. Loud enough to make a difference but silent enough to avoid the trap of clearly audible layers.
