The program PaulStretch isn't all that well made.
Don't use samples shorter than 1 second as it will fuck up.
Any daw can do timestretching (e.g. FL studio).

Most snare samples have a nice release in them. If you use compression or limiting you can bring up the volume of that part to the volume of the initial punch, making the snare sound longer. But you do loose some release.
