Well normal ones are static whereas dynamic ones are, well.....dynamic lol
let me give a couple of examples....
1) you boost the top end of your drums with a normal (static) eq.
This makes it more trebly yes, but it can also make it more hissy and sound harsh.
now if you applied the same boost with a dynamic eq, you can make it so that the boost is only applied to the transients and not all the time. Therefore the boost is reacting in a dynamic way to the input audio.
Resulting in sharper top end that doesn't become fatiguing.
2)
You are mixing drums for a 'real' drum kit. You want to boost say kHz of the snare in the overheads but without boosting the cymbals, hats.
Using a good dynamic eq you can make it so that only the loud snare causes the eq to apply the boost, leaving the rest of the audio untouched.
I could give lots more examples but i think you will get the gist

im pretty sure electri-q does exactly what you described mate. the poshipofit is free and has the dynamic algorithm
