just sounds like a synth that's filtered, and then you just loop it as a one hit over again, and change the pitch.
i.e. just a string sound, then it filters from lowpass- low to up, quite fast. like the start of the "wow" filter, and then just loops it. , i dunno about the instrument, probably a digital DAW could do it, if the sample had the filter on it before... most likely how he worked it.
