Changed it. The height is dynamic now, so it's nicer for higher resolutions too. Let me know if you like it better

But you should add some Javascript maybe so that links like this show the full navigation - or you could add something like a home button on the bottom of every frame.
The problem is that google links directly to the pages (eg the news page above) so visitors that come from a search engine see the page like that. Frames are not widely used anymore because of problems like this...
