peculiar = special
attack time is the time when a filter kicks in. it's the start time. ADSR = Attack, Decay, Sustain, Release. With this you determine your sound, you say when it starts, how long it should hold & when it's suppose to stop (release). On most synths there are 2 ADSR's, one that basicly shapes your sound and one on the filters (cutoff, resonance)
It's really not that difficult, try it out on a synth or sampler, you'll c what i mean.
