as far as i know, no. the vst function on it is just a recent add-on. it was made in mind for a stand-alone.

Audition can load VST's for data manipulation, but Audition itself is not a VST. You can tell FL through it's "Tools/External Tools" to use Audition as standard audio editor instead of the build-in edison. Select the editor of your choice through the explorer icon and check the "default editor" box.
So if you click edit in the sampler (right click on the waveform display, choose edit) then the file will open in Audition or any other editor you choose.
