If you manage to "dress up" the vocal in a way that it can no longer be recognised as being the copyrighted material (use a short piece out of longer lyrics, avoid well known tracks/words, rearange words, pitch up/down, reverb, delay, filtering, distortion, vocoder, yada yada yada) no one will know and no one will bother.

An often used technique in DnB is using just a snippet of a work and burry it in delay and change the cut off and resonance to get a spacy dubby effect. For this kind of vocal action you can use just about anything, even copyrighted sounds.

and if i'm correct, the chron doesn't want it on his site, but if you upload it somewhere else, and post the link on this site, you're not pissing against anyone's legs

Using a copyrighted vocal typically results in a 'bootleg'

If you copy the whole lyrics of a track and keep it's vibe more or less, yes.

If you make a dark jump up track with some heavily tweaked vocal bits from Abba, then... no

if its recognisable its illiegal. If its not recognisiable its ok. If your making a lot of money off it it is definetely not ok, if your just making it for fun no one will have the time or the patience to catch up with you. A lot of samples have been used in dnb and because ppl arnt making much dollars off it the peeps who are entitled to cash cant be bothered chasing the mans up. its all about the cashish
