yup.
chop beats. edit, edit some more, then a bit more, then a litttle more. add high monotonous string, then slightly farty distorted bass stab. voila
oohhh and dont forget the amen.
theres been a few threads about drum programming tutorials posted recently, none specifically about breakcore but as its all about the beats then they might be a good place to start. hunt around

i do gabba, hardstyle and tek in fl, give www.dandont.com, has some very good info on more teky production.

good reference to what breakcore is...
but i believe the speed is around 176-190 bpm.. atleast the times when made it.. and breakcore is often connected to the typical hardcore kick.. so distorted kick under a drum and bass drum loop
and simple bass sounds and a few synthies in there too.. but all very randomized and screwed up as to the beat...
i think a lot of it is also done in 7/8's and varies to 4/4 once in a while...
