ok, to me, creative are better...I know you don't want to spend much, but check the m audio studio monitor. Good value for money!!

for example, just 2 monitors are 200 dollars

For headphones:
Also a good brand for headphones is AKG (in the shop where I buy my audio gear they tried to convice me that this is the best stuff on the market).

I have some Sennheiser mid price thingies (@Greyone: I recall you having the same ones) and they make you believe that you have the most evil bass in your track, but if you play it on an end user sound system (home hifi, car, ipod,...) it sounds like soft shit.

For speakers:
Since I have my Yamaha monitors (€550) I have this problem far less, first you need to get used to them, but then you can say: if it sounds good on these speakers it will sound good on anything.

The speakers you are looking at produce way too much bass, I have some logitech 2.1 speakers on my old PC, the sub makes even Dana Winner sound like it´s a clubmix. So when you produce on them and you think you´ve got a killer sound going on, it will just have a tiny lowend.

If I were you I would save up some more cash and by some 5inch KRK Rokit active monitors. Second hand tey can be found for little over 150€. Your producing will benefit a great deal from it. Remember: Shit tools make shit sound or you´d have to guess what it will sound like from some spectrum analyser, but that´s not an easy way to reach your goal.

Roland and behringer have some pc-monitors for pretty low prices. Not as good an the real thing, but they have a pretty flat frequency curve, which is what you need for producing.
