I use it often and never had problems, except for once when I bought a cheap ass non-original USB cable for my Nokia and it didn't work with my phone model. My own fault, should've bought the original instead of a Korean copy
Check the seller before you buy, best is to go with people that have 10+ transactions and a lot of good feedback.
Best way to pay with Ebay is ofcourse with Paypal since they own the company
Or you can do a money transfer from your account.
Beware that when you buy something you will have to pay the shipping costs + if you order abroad you sometimes have to pay import taxes or customs taxes as well.

Sellers can't delete bids no.
You can even pull back the winning bid 3 times before you get banned.
There's a trick for this. Create a second identity and make a better offer through that one. Then when you got the deal, don't respond in any way. This will be seen as a pull back, 3 pull backs kills the account, so you make a new one
Also nice if someone bids so high you get envious but don't want to put in more money. Use your second account to raise the price so the asshole has to spend even more or gives up altogether....
NEVER SEND A CHEQUE ("I didn't receive it, someone else must have gotten it and went to the bank to clear it")....
