I have a midi drum track with B3 and I am using the piano roll to layout my beat but I am not sure how to turn on the reverb/delay for each cell?

Under the MASTER-tab you can find the reverb and delay. Make sure they're switched on. Then select your cell and your EFFECTS-tab. There you can adjust send-levels for your reverb and delay.

Thanks dude but if I turn on the fx in the master tab it applies fx to all the cells, not sure if I am missing something from your post.

that means that all your individual cells have their sends on... so easiest way here would be: select all cells (thet become highlighted/white-ish) and turn your send-levels down ecpet for those cells off course that need the sends.
